BGen Michel Lalumière, CD

Brigadier-General Michel Lalumiere, CD, is responsible for the Canadian Defence Space Programme as Director General Space within the Chief of Force Development organization in the Vice Chief of Defence Staff Branch.  Most recently, in 2012, he was posted to Canadian Joint Operations Command Headquarters as Special Advisor to the Commander.  For the first half of his career, after receiving his wings in 1990, Lalumiere served at numerous SAR Squadrons in Canada as a helicopter pilot and also as an instructor.  Posted to Ottawa in 2005, he was first assigned to the Air Staff with responsibilities in NATO, NORAD and other international cooperation efforts, then the newly-formed Strategic Joint Staff for the Chief of Defence Staff and, finally, joined Chief of Air Staff Executive Staff as Executive Assistant to CAS and Commander of Air Command.  In 2009, he was appointed Wing Commander at 19 Wing Comox, and in 2011 he was posted to the Air Staff as Director Air Force Readiness and deployed on Operation ATTENTION as the Chief of Staff Counter Corruption Task Force in ISAF Headquarters, Kabul, Afghanistan.  Lalumiere attended the Advanced Military Studies Program in 2007, and completed the inaugural National Security Program at CFC in Toronto in 2009. He is presently working on a master degree in Public Administration.

Sylvain Laporte

Sylvain Laporte is the as President of the Canadian Space Agency. Before being appointed, Laporte was the Chief Executive Officer of the Canadian Intellectual Property Office, a federal organization responsible for enforcing the Patent Act and managing requests related to trademarks, copyright, industrial design protection and patents. In that role, he was also Commissioner of Patents and Registrar of Trademarks. Previously, Laporte held the position of Executive Director, Industrial Technologies Office, at Industry Canada, where he was responsible for managing financial contribution programs in research and development for the aerospace, defense, security and space industries. Before joining public service, Laporte worked for the Canada Post Corporation in various sectors, such as marketing, retail, logistics and information technology. He gained extensive experience as an aerospace engineer over the course of his 20-year career with the Canadian Forces and held various positions in fields such as engineering, maintenance, and human resource management. Laporte holds a bachelor's degree in computer science from the Collège Militaire Royal de Saint-Jean and a master's degree in computer engineering from the Royal Military College in Kingston.

Jean-Yves Le Gall

Jean-Yves Le Gall

Jean-Yves Le Gall is President of the Centre National d’Etudes Spatiales (CNES), the government agency responsible for shaping and implementing France’s space policy in Europe.  In this capacity, he is also interministerial coordinator for satellite navigation programs.  Le Gall has devoted his entire career to the European space program.  He joined Arianespace in 2001, heading up the company until his appointment as President of CNES. A trained engineer and scientist, he is Vice-President of the International Astronautical Federation (IAF), a member of the International Academy of Astronautics (IAA) and Vice-President of the "Space Circle", a French think-tank.  He also chairs the France-Japan business council of MEDEF International, the international arm of the French business confederation.  He has received multiple awards and accolades over the course of his career.  Le Gall holds the rank of officer in both the Legion of Honour and the National Order of Merit in France, and was awarded the Order of Friendship by the Russian Federation.

Lon Levin

Lon Levin

Lon Levin is an executive and entrepreneur with over 30 years' experience in telecommunications, new media, and aerospace industries. Lon is the President and Chief Executive Officer of GEOshare, a wholly owned satellite company of Lockheed Martin. ­Prior to joining GEOshare, Lon was the President of SkySevenVentures, which invested in, operated, and advised new technology companies including businesses in commercial satellites, cyber security, Internet music streaming, Internet video messaging, launch vehicles, and investment banking. Lon speaks at industry, academic, and government conferences on technology business management, policy, and finance.

Lon is the cofounder of XM Satellite Radio and played an integral executive role in the formation and development of other media, satellite, and wireless companies including Mobile Satellite Ventures, XM Canada, Motient Corporation, American Mobile Satellite Corporation, and TerreStar Networks. Before his corporate career, Lon was a partner in the law firm of Gurman, Kurtis, Blask & Freedman, where he specialized in media, aerospace, and wireless matters. He started his career as an attorney at the Federal Communications Commission. Throughout the 1990s, Lon served as a U.S. Delegate negotiating technology treaties at many United Nations International Telecommunication Union conferences. Lon holds five telecommunication satellite patents. 

Lon is a member of the Defense Business Board of the Department of Defense and a member of the Human Exploration and Operations Committee of the NASA Advisory Council.  Lon is the Treasurer and member of the Board of Directors of The Planetary Society and is Director Emeritus and former Chairperson of the Board of Directors of the Space Foundation. He is a founding board member of the Satellite Industry Association and was its co-chairperson from 1996 to 1998. Lon was on the Board of Directors from 2001 to 2008 of the Cultural Development Corporation of Washington, DC, which helps artists secure affordable housing and work places. Lon is member of the New York State and Washington, D.C. Bars.

Agnieszka Lukaszczyk

Agnieszka Lukaszczyk works as a Policy Officer at the European Commission’s Directorate General for Internal Market, Industry, Entrepreneurship and SMEs, Space Data for Societal Challenges and Growth Unit. She also serves as the Vice President - Europe for the World Space Week and Sits on the Board of Directors for the Women in Aerospace-Europe. Agnieszka Lukaszczyk earned a bachelor of arts degree in political science from the University of Tennessee, a master of art degree in international politics and security from the American University School of International Service, and a master of arts in space management from the Warsaw School of Economics.

Travis Langster

Travis Langster is AGI’s vice president, DoD and Intel Space Business Development, responsible for strategy and business development within the national security space community. He supports the solution-oriented applications of AGI’s software for many national security space systems. Langster has more than 20 years of professional experience in business development, program strategy and capture, strategic planning, corporate initiatives, technical management, systems engineering and operations support.  He joined AGI as a systems engineer and his most recent position was serving as director of Space Situational Awareness Business Development. Langster began his aerospace career as an engineer with General Electric Aerospace, where he focused on the launch and on-orbit operations of Air Force satellite systems.  He was then a systems engineer with Lockheed Martin Astro Space, during which time he performed engineering analysis on satellite subsystems and payloads, mission planning and orbit analysis software tools.  Langster holds a bachelor of science degree in aeronautical and astronautical engineering with a minor in mathematics from Purdue University.

Kevin Lausten is the Director of Geospatial Big Data for DigitalGlobe.  Kevin has over 15 years of experience in the remote sensing industry where he has focused his career on converting pixels into useful information.  In his current role with DigitalGlobe, Kevin leads a team of solution providers that work closely with customers across a wide range of markets including energy, defense, forestry, insurance and social media.  Kevin received a Bachelor's degree from the University of Colorado in Geology and a Master's degree in Earth Systems Science and GeoInformatics from George Mason University.

Rich Leshner

Rich Leshner is the Director of Government Affairs for Planet Labs. He has been working in the DC space policy community for 15 years, with experience in the non-profit, government, and industry sectors. During his time at NASA, Rich worked on international projects for collaboration in exploration, managing a $150 million portfolio of innovative small business research, and in the Administrator's office. Rich worked for two years at the White House Office of Science and Technology Policy, where he supported the development of the 2010 National Space Policy. Rich earned a master of science in aeronautics and astronautics from Stanford University, and a Ph.D in public policy and public administration from The George Washington University.

Shawn Linam is the co-founder and the Chief Executive Officer (CEO) of Qwaltec, Inc., a Tempe, Arizona based small business that provides high-quality aerospace systems engineering, mission readiness, and technical training services.  She is responsible for the development, direction, management and operations of the company. Prior to founding Qwaltec in 2001, Ms. Linam worked as an Engineer at Scitor Corporation, NASA, and Barrios Technology. She has extensive experience in space systems operations and has designed and implemented training systems for numerous government and commercial space programs.Shawn Linam holds a bahelor of science degree in biological engineering from Mississippi State University.

Charles R. Lucy is currently an Attorney at Law for Holland & Hart LLP.  Lucy brings more than 30 years of experience in federal regulatory, business, and litigation experience, as well as technical experience in federal/state procurement and acquisition matters, bid protests, contract disputes act appeals, government contract audits and fiscal law issues, commercial space law, university/government technology transfer programs, homeland defense, and small business government contracting.  Lucy has lectured at numerous conferences and seminars in Europe, the Pacific, and the United States. Topics have included “Shutter Control,” at the U.S. Space Foundation International Space Symposium; “Commercial Space Law,” at the U.S. Air Force Academy; “Technology Transfer and Higher Education,” at Boulder, Denver and Salt Lake City; and “Government and Public-Private Partnering,” at the DefenseExec Technology and Homeland Security Summit; “Public Contracts and Procurement Regulations in Colorado” at Denver and Colorado Springs, and numerous presentations at the Southern Colorado Government Contract Forum, as well as private client presentations.  Prior to joining Holland & Hart, Lucy worked as an Air Force Judge Advocate until his retirement as a Colonel in 2001.
